Every Jumpstart booster is a 20 card half deck built around a theme, with its own basic lands. Shuffle the two packs together and that is your 40 card deck - there is no deck construction, and no lands to add.
Jumpstart packs are interchangeable, so a pack of this set can be shuffled together with a pack of any other Jumpstart set instead.
