You don't open these as a sealed pool - the draft boosters are drafted, as a Commander Draft.
From every booster, draft two cards, and pass the rest to the next player, until all cards have been drafted. Direction changes with every booster.
From cards you draft and any number of basic land cards, build a deck of at least 60 cards, following Commander deck construction rules, except that your deck can contain any number of cards with the same name, and there is no maximum deck size.
You can also add up to two copies of Faceless One to your card pool, but only if you use them as your commander.
